IMPERIAL FEDERATION LEAGUE.
At a Conference held in London on July 29, 188 , the
Right Hon. W. E. Forster, M.P., in the chair, it was
unanimously resolved: —
1 That in order to secure the permanent unity of the
Empire, some form of Federation is essential.
2. That for the purpose of influencing public opinion,
both in the United Kingdom and the Colonies, by
showing the incalculable advantages which will accrue
to the whole Empire from the adoption of such a sys-
tem of organization, a Society be formed of men of all
parties, to advocate and support the principles of Fed-
eration.
At the adjourned Conference, held on Tuesday, 18th
November, 1884, the following resolutions were unani-
mously passed:—
That a Society be now formed, to be called " The
Imperial Federation League."
That the object of the League be to secure by Feder-
ation the permanent unity of the Empire.
That no scheme of Federation should interfere with
the existing rights of Local Parliaments as regards
local affairs.
That any scheme of Imperial Federation should
combine on an equitable basis the resources of the
Empire for the maintenance of common interests, and
adequately provide for an organized defence of common
rights.
That the League use every constitutional means to
bring about the object for which it is formed and invite
the support of men of all political parties.
That the membership of the League be open to any
British subject who accepts the principles of the
League, and pays a yearly registration fee of not less
than one shilling.

That donations and subscriptions be invited for pro-
viding means for conducting the business of the
League.
That British subjects throughout the Empire be in-
vited to become members, and to form and organize
Branches of the League, which may place their repre-
sentatives on the General Committee.
At a Special Meeting of the Council, held on Thurs-
day, November 14, 1889, it was unanimously resolved: -
That the establishment of periodical Conferences of
Representatives of the Self-Governing Communities of
the Empire should be the first aim of the Imperial
Federation League.

ESTABLISHMENT OF THE LEAGUE IN CANADA.
The Imperial Federation League in Canada was
formed at a meeting held in Montreal on the 9th May,
1885, which was largely attended by Members of Par-
liament and other leading- men from all parts of the
Dominion, including- a formal deputation from Toronto.
The following resolutions were adopted and form the
basis of the movement in this country: —
RESOLUTIONS ADOPTED AT THE MEETING AT MON-
TREAL, O/TH MAY. 1885.
i. That this meeting has observed with satisfaction the
increased interest in the outlying" portions of the
Empire displayed by the people of the Mother
Country, and the formation under the auspices of
many distinguished practical statesmen of The
Imperial Federation League.
2. That to the end that the Mother Country and the
Colonies may remain perpetually under a com-
mon sovereignty, a United Empire in its foreign
affairs, with constitutional liberty for every part
as regards internal administration, a re-adjust-
ment of the several constitutional authorities of
the Empire should, as occasion arises, be made
in such manner as to increase the practical
efficiency of Imperial unity.
3. That the resolutions passed at the Conference held
in London, on the 29th July, 1884, and at the
inaugural meeting of the League on the 18th
November, 1884, and notably the following:

4. That a Canadian Branch of the League be now-
formed, to be called The Imperial Federa-
tion League in Canada, and tha*. the object
of the League m Canada shall be to promote the
discussion of means whereby the permanent
unity of the Empire may be maintained, and its
practical efficiency increased, to further the de-
velopment and interchange of the resources of
its various parts, and to resist any measures
tending to disintegration.
5. That the membership shall be open to any British
subject who accepts the principles of the League,
and pavs a yearly subscription of at least One
Dollar, out of which the necessary fees for affilia-
tion with the League in London shall be paid.
6. That the League shall meet annually in one of the
principal cities of Canada, the place of meeting
for each year to be selected at the preceding
annual meeting.
7. That the business of the League shall be conducted
by a General Committee, to be now appointed,
with power to add to their number; that the
General Committee be instructed to adopt such
means as they may find convenient to promote
the objects of the League, and that they furnish
a report at the next meeting.
8. That the co-operation of men of all political parties
in every part of Canada be sought for the estab-
lishment of blanches, which shall have power to
elect representatives on the General Committee.
TRADE.
The following resolution bearing on the trade-rela-
tions of the Empire was unanimously carried at the
annual general meeting of the League in Canada on the
24th of March, 1888, and forms part of its platform: —
"That the Imperial Federation League in Canada
make it one of the objects of their organization, to advo-
cate a trade policy between Great Britain and her

Colonies by means of which a discrimination in the
exchange of natural and manufactured products will be
made in favor of one another and against foreign na-
tions, and that our friends in Parliament are hereby
called upon to move in support of the policy of this
resolution at the earliest possible moment-
As a consequence of the active advocacy of closer
trade relations which has for some little time been
carried on in Great Britain by Mr. George Parkin, the
late Lord Carnarvon and others, coupled with the
statement of Lord Salisbury that in his opinion "pre-
ferential duties in favor of the colonies did not mean
protection," and in the labors of the League in Canada,
the progress of these principles has been very great.
The effects of the McKinley Bill has given the move-
ment a marked impetus by showing to the people of the
Mother Country the dangers of hostile foreign fiscal
legislation, and the benefit of an increased trade with
the Colonies.
The recent formation of the "United Empire Trade
League" under the auspices of a large number of pro-
minent gentlemen, will have a marked effect in for-
warding and strengthening the movement in the
United Kingdom, while a hoped for federated Austra-
lia and united South Africa, and the Canadian Domin-
ion are being prepared for the great change which the
League in Canada has set out to advocate.

ESTABLISHMENT OF THE TORONTO BRANCH,
The Toronto Branch was inaugurated at a meeting
held in Shaftesbury Hall in December, 1887. Mr.
D' Alton McCarthy, Q.C., M.P., President of the League
in Canada, occupied the chair, when the following reso-
lutions, moved by Mr. George Cockburn, M.P., and
seconded by Mr. J. M. Clark, late President of the
Young Men's Liberal Association, were adopted; (being
identical with those passed at the Jormation of the
League in Canada, in May, 1885:)
1. That this meeting has observed with satisfaction the
increased interest in the outlying portions of the
Empire displayed by the people of the Mother
Country, and the formation under the auspices of
many distinguished practical statesmen of The
Imperial Federation League.
2. That to the end that the Mother Country and the
Colonies may remain perpetually under a com-
mon sovereignty, a United Empire in its foreign
affairs, with constitutional liberty for every part
as regards internal administration, a re-adjust-
ment of the several constitutional authorities of
the Empire should, as occasion arises, be made
in such manner as to increase the practical
efficiency of Imperial unity.
3. That the resolutions passed at the Conference held
in London, on the 29th July, 1884, and at the
inaugural meeting of the League on the 18th
November, 1884, and notably the following,
meet with the hearty acceptance of this meeting:
That, in order to secure the permanent unity of the
Empire, some form of federation is essential.
That no scheme of federation should interfere with the
existing rights of local parliaments, as regards
local affairs.
That any scheme of federation should combine on an
equitable basis the resources of the Empire for
the maintenance of common interests, and ade-
quately provide for an organized defence of
common rights.
4. That a Branch of the Imperial Federation League
in Canada be now formed in Toronto, and
tha*. its object shall be to promote the
discussion of means whereby the permanent
unity of the Empire may be maintained, and its
practical efficiency increased, to further the de-
velopment and interchange of the resources of
its various parts, and to resist any measures
tending to disintegration.
5. That the membership shall be open to any British
subject who accepts the principles of the League,
CO-OPERATION OF WOMEN IN WORK OF THE
TORONTO BRANCH.
At a largely attended meeting of the Committee of
ihe Toronto Branch on March 25th, 1889, the following
resolution was passed unanimously \ "That in the opin-
ion of the Committee of the Toronto Branch of the
Imperial Federation League, the time has arrived when
it is in the best interests of the League to invite the co-
operation of women as active members of the organiza-
tion." This resolution has since been endorsed by the
President and Vice-Piesident of the League in Canada.
You are therefore earnestly requested to enlighten
women of all classes on the object in view, and to in-
duce them to engage actively in the work of procuring
members of both sexes to join, the men being at their
business all day, have very little time to devote to this
very important work. Already we have nearly 100
women as members of the Branch.
FEES.
Membership of a Branch of the League, per
annum, $0.25
This sum is not sufficient to carry on the business of
a Branch, but has been placed at this low figure by the
Council of the League, so as to be within the reach of
everybody. Those having the interest of the League
at heart should subscribe something more than this
small sum. It has been estimated that 60 cents, instead
of 25 cents, annually, from each member, would be suffi-
cient to cover all but unlooked for expenses; but as
many members could not reasonably be asked to con-
tribute more than the minimum sum, it is evident that
those who are able, should contribute more freely.
For Registration at the Head Office in Canada
per annum, $0.25
Although those joining a Branch of the League need

only subscribe to that Branch, still there are expenses
at the Head Office which have to be met, and as the
Head Office is distinct from all Branches, and has no
membership, these expenses have to be defrayed by a
yearly contribution from all members of the League.
The outlays are for postage and stationery, receipt
books for Branches, and for printing literature for dis-
tribution to the Branches on the order of the Council of
the League. All orders for the journal of the League
pass through the Treasurer at the Head Office.
For Registration at Head Office in England,
30 Charles Street, Berkeley Square, Lon-
don, per annum, $0.25
This is the Head Office of the whole League, and
practically the same remarks apply to payments to this
office as to the Head Office in Canada.
For 'Imperial Federation," the Monthly Jour-
nal of the League, per annum, $0.50
As the Journal is printed in England, members or-
dering it, will have to wait about four weeks before re-
ceiving the first number after paying their subscription.
This Journal gives information as to the doings and
progress of the League and its interests all the world
over, and is very full of Canadian matter — no member
should be without it.
For all the publications of the League in Eng-
land and Canada, per annum (including
registration fees to al! offices and Journal) $5.00

RULES
RULES FOR THE TORONTO BRANCH OF THE IM-
PERIAL Federation League in Canada.
i. The conditions of membership and of fees and
subscriptions shall be in accordance with the General
Rules of the League in Canada.
2. All fees and subscriptions from members joining
the Branch in the first half of the year shall be due and
payable in future years on the ist day of January ;
those of members joining in the second half of the year
shall be due and payable on the first day of July.
3. The officers of this Branch shall consist of a
President, First Vice-President, a Secretary -Treasurer,
and a committee of Twenty Members.
4. An Assistant Secretary-Treasurer may be elect-
ed at the Annual Meeting or appointed at any time
during the year by the Committee if deemed advisable.
5. The Officers of the Branch shall be Ex-Officio
Members of the Committee and five members of such
committee shall form a quorum.
6. The Committee shall have full authority over the
affairs of the Branch, and shall meet when convened
by the President, Secretary-Treasurer or by any two of
its members.
7. The Secretary-Treasurer shall collect and re-
ceive all fees, subscriptions and other monies due to
the Branch and make such payments as the Commit-
tee shall authorize.
He shall carry on all the correspondence of the
Branch and transact all its business.
He shall have no authority to act except under in-
structions from the Committte and shall observe the
instructions for the guidance of Secretaries of Branches
set forth in pages 12 and 13 of Rules for Branches
issued by the League in Canada.
He may delegate to the Assistant Secretary-Treas-
urer if appoined, the performance of all or any of his
duties.

8. The Officers and Committee shall be elected
annually at the Annual General Meeting of the Branch,
which shall be held in the month of January of each
year or at such other time as the Committee may
appoint.
9. A statement of accounts made up to the pre-
ceeding 31st day of December and audited in such
manner as the Committee may direct, shall be present-
ed to the Annual General Meeting by the Secretary-
Treasurer.
10. A Special General Meeting may be called at
any time by the President or by the Committee.
11. At all General Meetings whether Special or
Annual, ten members shall form a quorum and no
business shall be brought forward of which seven days'
notice has not been mailed to every member of the
Branch.
12. A report of the proceedings and progress of the
Branch approved at its annual general meeting shall
be forwarded by the Secietary-Treasurei to one of the
Secretaries of the League in Canada within seven days
after that meeting.
